Obtain Qualiopi quality certification
Objectives
Since June 2017, ORIENTACTION has been invested in the quality approach, as a training center (skills assessment, V.A.E and business start-up support).
As it evolved, ORIENTACTION obtained FAC ICERT quality certification recognized by the CNEFOP, validating its registration with Datadock and then QUALIOPI.
Committed to pursuing, maintaining and developing the quality of its services and the expertise of its consultants, ORIENTACTION's main objective is to provide support with a view to obtaining QUALIOPI certification. The aim is to help its consultants achieve and maintain a high level of quality in their services by meeting the requirements of the standard.
Decree no. 2023-1350 of December 28, 2023 requires Qualiopi certification to be obtained from April 1, 2024 as a subcontractor on behalf of certified client organizations for actions eligible for the CPF.
The Decree imposes the obligation to hold Qualiopi certification in the following cases:
1. The subcontractor falls under a regime other than micro-social (auto-entrepreneur, micro-entrepreneur, etc.).
2. If the subcontractor is covered by a micro-social scheme and generates annual sales in excess of €77,700 excluding tax.
In addition to these measures, the Decree prohibits cascade subcontracting. In other words, subcontracting an action already carried out as a subcontractor.
The primary objective of the ORIENTACTION group is to harmonize the level of knowledge of the QUALIOPI Referential among executive consultants, and to provide them with the keys to appropriating the approach and passing certification under optimum conditions.
At the end of the training, the consultant will be able to :
- Know the legislative framework relating to the quality of training courses,
- Understand the 7 criteria and associated indicators of the National Quality Standards and build a personalized evaluation grid,
- Draw up a plan of action for upgrading to the National Quality Standard,
- Understand certification audit procedures and establish a grid for selecting the certification bodies to consult.
Target audience & prerequisites
The "Obtaining Qualiopi quality certification" training course is designed for :
- Anyone involved in the QUALIOPI certification process,
- Professionals providing training, skills assessment and V.A.E. support services.
Duration & Organization
The course lasts 14 hours, i.e. 2 days of face-to-face or synchronous distance learning.
The " Obtaining Qualiopi quality certification " training course is structured into four main
parts.
The course
UNDERSTAND THE LEGISLATIVE FRAMEWORK RELATING TO THE QUALITY OF TRAINING INITIATIVES
- Context and ambitions of the standard,
- Scope and conditions of application of the RNQ,
- Impact on the training organization's operations.
UNDERSTAND AND APPLY THE REQUIREMENTS OF THE NATIONAL QUALITY STANDARDS FOR SERVICE PRODUCTION, AND DRAW UP THE ASSOCIATED ACTION PLAN.
Criterion 1: Conditions for informing the public about the services on offer, the time needed to access them and the results obtained:
Three indicators (indicators 1, 2 and 3) are associated with this criterion, including two common
indicators and one specific indicator. The aim of this criterion is to make available to the target audience
all information relating to the proposed service (duration, objective, prerequisites,
assessment methods, dissemination of results indicators,
certification achievement figures for professional certifications, etc.). All these actions must be
verifiable.
Criterion 2: Precise identification of the objectives of the proposed services and adaptation of these services to the beneficiaries when designing the services:
This criterion is made up of 5 indicators (indicators 4, 5, 6, 7 and 8), 3 of which are common and 2 specific. It deals with the precise identification of the objectives of the services offered and the adaptation of these services to the beneficiaries when designing the services. This criterion involves analyzing the needs of the beneficiary of the service, and setting identifiable and assessable objectives.
Criterion 3: Adaptation of services and reception, support, monitoring and evaluation procedures to the target audience:
Comprising indicators 9, 10, 11, 12, 13, 14, 15 and 16, this criterion covers the adaptation of services to the target audience, and the reception, support, follow-up and evaluation procedures implemented. 4 common assessment indicators and 4 specific indicators detail the level expected to validate this criterion.
Training organizations are required to be adaptable in their intake procedures, and in the
running of the service. The training organization must take into account the specific needs of each beneficiary.
Criterion 4: Suitability of teaching, technical and supervisory resources for the services provided:
It comprises 4 indicators (indicators 17, 18, 19 and 20), including 3 common
indicators and 1 specific indicator. This criterion is used to demonstrate the coherence between the
service offered, the means implemented and the resources made available to beneficiaries by CAPs. These resources must be up to date and enable beneficiaries to make the most of them.
UNDERSTAND AND APPLY THE REQUIREMENTS OF THE NATIONAL QUALITY STANDARDS CONCERNING THE MANAGERIAL AND CONTEXTUAL ASPECTS OF SERVICES, AND DRAW UP THE ASSOCIATED ACTION PLAN
Criterion 5: Qualification and development of the knowledge and skills of the personnel responsible for implementing the services:
Two indicators (indicators 21 and 22) are used jointly to assess the qualification and development of the knowledge and skills of the staff responsible for delivering the services. It is the responsibility of the organizations to provide qualified staff to deliver the proposed services.
Criterion 6: The service provider's involvement and investment in its professional environment :
Indicators 23, 24, 25, 26, 27, 28 and 29 relating to the service provider's involvement and investment
in its professional environment. This criterion mainly concerns
and support for the disabled.
Criterion 7: Collection and consideration of feedback and complaints from stakeholders in the services provided :
It comprises 3 common assessment indicators (indicators 30, 31 and 32). This criterion refers to the implementation of a system for collecting assessments, and the implementation of procedures for handling complaints and contingencies. This criterion asks you to demonstrate the implementation of a continuous improvement approach.
PREPARE FOR THE CERTIFICATION AUDIT
- Integrate the principle and procedure of an RNQ certification audit,
- Learn about the characteristics and choice of certification bodies,
- Maintain relations with the certification body,
- Find your way around the classification of audit findings and communicate between auditor and auditee,
- Contain yourself in the event of disagreement during the audit and at the conclusion,
- Managing post-audit situations and any corrective actions prior to certification.
Target skills
The aim of the "Obtaining Qualiopi quality certification" training course is to enable consultants to familiarize themselves with the requirements of the Référentiel National Qualité des Organismes de formation and prepare for the certification audit.
The skills targeted are :
- Understanding the requirements: Understand in detail the requirements of the Qualiopi referential in order to comply with them effectively,
- Continuous improvement: Foster a culture of continuous improvement by identifying areas of weakness and implementing corrective actions,
- Process optimization: develop and implement efficient and appropriate processes to meet Qualiopi requirements,
- Regulatory compliance: Ensuring compliance with regulations in force in the field of professional training in France,
- Strengthening stakeholder confidence: Strengthen the confidence of funders, companies, beneficiaries and other stakeholders in the quality of the training services provided by the certified organization,
- Access to public funding: Access to public funding for continuing professional training, which may be conditional on QUALIOPI certification,
- Market differentiation: Stand out from the crowd by using Qualiopi certification as a competitive advantage, demonstrating the quality of our training services in relation to other market players,
- Preparing for the future : Anticipating changes in the vocational training sector and adapting to the new needs and requirements of customers and regulations.
Teaching resources, methods and supervision techniques
- National quality standards,
- Analysis of existing training organization documents and creation of
evidence, - Presentation of examples and existing practices,
- Lectures, interactive exercises,
- Exercises to apply the indicators required by the standard.
Conditions for distance learning
Ways of organizing distance learning :
Training will be carried out via synchronous distance learning using the ZOOM tool.
Pedagogical and technical support and assistance :
Support and assistance for distance learning is provided by the trainer. This support is provided by email or, in an emergency, by telephone. The trainer's contact details are given to the trainee on the training invitation.
Means for monitoring action execution and results
During the course, you will :
- Fill in a sign-in sheet.
On completion of the course, you will :
- Complete an end-of-training questionnaire to assess the skills acquired during the face-to-face or synchronous distance learning course.
- Fill in a satisfaction questionnaire to assess the quality of the training (quality of the trainer's teaching, quality of teaching aids, etc.).
After the course :
- An ORIENTACTION training certificate will be issued by the training department.
People with disabilities
Training is open to all, and all types of disability will be taken into account within the limits of the skills, human resources and equipment available for the training course. If ORIENTACTION does not have the material, technical and human resources to meet the needs of a disabled participant, the latter will be referred either to the ORIENTACTION group's disability advisor, or to a partner organization of the ORIENTACTION group.
Access procedures and deadlines
All requests for training are accompanied by a quotation specifying the cost (including VAT) of the training, as well as the dates on which it will take place. The estimate is sent in electronic format by e-mail. Once the estimate has been accepted and the training contract or agreement has been signed, the training can begin with a minimum lead time of 30 calendar days, to allow for distance learning.
