Objectives

Since June 2017, ORIENTACTION has been invested in the quality approach, as a training center (skills assessment, V.A.E and business start-up support).

As it evolved, ORIENTACTION obtained FAC ICERT quality certification recognized by the CNEFOP, validating its registration with Datadock and then QUALIOPI.

Committed to maintaining, sustaining, and enhancing the quality of its services and the expertise of its consultants, ORIENTACTION’s primary objective is to provide support for obtaining QUALIOPI certification. The goal is to help its consultants achieve and maintain a high standard of quality in their services by meeting the requirements of the certification framework.

The enactment ofDecree No. 2023-1350 of December 28, 2023, requires subcontractors working on behalf of certified contracting entities to obtain Qualiopi certification as of April1, 2024, for activities eligible under the CPF.

This Decree requires organizations to hold Qualiopi certification in the following cases:

  1. The subcontractor is covered by ascheme otherthan the micro-socialscheme(self-employed individual, micro-entrepreneur, etc.).
  2. If the subcontractor is covered by the micro-social regime and has annual revenueexceeding €77,700 before tax.

In addition to these measures, the Decree prohibits cascading subcontracting. That is, subcontracting a task that has already been performed by a subcontractor.

The primary objective of the ORIENTACTION group is to ensure that all senior consultants have a consistent level of understanding of the QUALIOPI Framework, to provide them with the tools they need to fully embrace the process, and to help them successfully achieve certification under optimal conditions.

By the end of the training, the consultant will be able to:

  • Know the legislative framework relating to the quality of training courses,
  • Understand the 7 criteria and associated indicators of the National Quality Framework and develop a customized evaluation grid,
  • Draw up a plan of action for upgrading to the National Quality Standard,
  • Understand certification audit procedures and establish a grid for selecting the certification bodies to consult.

Target audience:

The "Obtaining Qualiopi Quality Certification" training course is intended for:

  • Anyone involved in the QUALIOPI certification process,
  • For professionals who provide training services, career assessment support, and support for the recognition of prior learning (RPL)

Prerequisites:

The organization must be registered as a training provider with the DREETS (formerly Direccte) and hold a valid registration number.

Duration & Organization

The training course lasts 14 hours, consisting of two days of in-person or synchronous online training .

Part

UNDERSTAND THE LEGISLATIVE FRAMEWORK RELATING TO THE QUALITY OF TRAINING INITIATIVES

  • Context and ambitions of the standard,
  • Scope and conditions of application of the RNQ,
  • Impact on the training organization's operations.

UNDERSTAND AND APPLY THE REQUIREMENTS OF THE NATIONAL QUALITY STANDARDS FOR SERVICE PRODUCTION, AND DRAW UP THE ASSOCIATED ACTION PLAN.

Criterion 1: Conditions for informing the public about the services on offer, the time needed to access them and the results obtained:

Three indicators (indicators 1, 2 and 3) are associated with this criterion, including two common
indicators and one specific indicator. The aim of this criterion is to make available to the target audience
all information relating to the proposed service (duration, objective, prerequisites,
assessment methods, dissemination of results indicators,
certification achievement figures for professional certifications, etc.). All these actions must be
verifiable.

Criterion 2: Precise identification of the objectives of the proposed services and adaptation of these services to the beneficiaries when designing the services:

This criterion is made up of 5 indicators (indicators 4, 5, 6, 7 and 8), 3 of which are common and 2 specific. It deals with the precise identification of the objectives of the services offered and the adaptation of these services to the beneficiaries when designing the services. This criterion involves analyzing the needs of the beneficiary of the service, and setting identifiable and assessable objectives.

Criterion 3: Adaptation of services and reception, support, monitoring and evaluation procedures to the target audience:

Comprising indicators 9, 10, 11, 12, 13, 14, 15, and 16, this criterion addresses the issue of tailoring services and the procedures for reception, support, monitoring, and evaluation to the target beneficiaries. Four common assessment indicators and four specific indicators detail the expected level required to meet this criterion.
Organizations are expected to demonstrate adaptability in their reception procedures and in the
delivery of services. The training organization takes into account the specific needs of each beneficiary.

Criterion 4: Suitability of teaching, technical and supervisory resources for the services provided:

It comprises 4 indicators (indicators 17, 18, 19 and 20), including 3 common
indicators and 1 specific indicator. This criterion is used to demonstrate the coherence between the
service offered, the means implemented and the resources made available to beneficiaries by CAPs. These resources must be up to date and enable beneficiaries to make the most of them.

UNDERSTAND AND APPLY THE REQUIREMENTS OF THE NATIONAL QUALITY STANDARDS CONCERNING THE MANAGERIAL AND CONTEXTUAL ASPECTS OF SERVICES, AND DRAW UP THE ASSOCIATED ACTION PLAN

Criterion 5: Qualification and development of the knowledge and skills of the personnel responsible for implementing the services:

Two indicators (indicators 21 and 22) are used jointly to assess the qualification and development of the knowledge and skills of the staff responsible for delivering the services. It is the responsibility of the organizations to provide qualified staff to deliver the proposed services.

Criterion 6: The service provider's involvement and investment in its professional environment :

Indicators 23, 24, 25, 26, 27, 28 and 29 relating to the service provider's involvement and investment
in its professional environment. This criterion mainly concerns
and support for the disabled.

Criterion 7: Collection and consideration of feedback and complaints from stakeholders in the services provided :

It comprises 3 common assessment indicators (indicators 30, 31 and 32). This criterion refers to the implementation of a system for collecting assessments, and the implementation of procedures for handling complaints and contingencies. This criterion asks you to demonstrate the implementation of a continuous improvement approach.

PREPARE FOR THE CERTIFICATION AUDIT

  • Integrate the principle and procedure of an RNQ certification audit,
  • Learn about the characteristics and choice of certification bodies,
  • Maintain relations with the certification body,
  • Find your way around the classification of audit findings and communicate between auditor and auditee,
  • Contain yourself in the event of disagreement during the audit and at the conclusion,
  • Managing post-audit situations and any corrective actions prior to certification.

 

Target skills

The "Obtaining Qualiopi Quality Certification" training course is designed to help consultants familiarize themselves with the requirements of the National Quality Framework for Training Organizations in preparation for the certification audit.

The targeted competencies are:

  • Understanding the requirements: Understand in detail the requirements of the Qualiopi referential in order to comply with them effectively,
  • Continuous improvement: Foster a culture of continuous improvement by identifying areas of weakness and implementing corrective actions,
  • Process optimization: develop and implement efficient and appropriate processes to meet Qualiopi requirements,
  • Regulatory compliance: Ensuring compliance with regulations in force in the field of professional training in France,
  • Strengthening stakeholder confidence: Strengthen the confidence of funders, companies, beneficiaries and other stakeholders in the quality of the training services provided by the certified organization,
  • Access to public funding: Access to public funding for continuing professional training, which may be conditional on QUALIOPI certification,
  • Market differentiation: Stand out from the crowd by using Qualiopi certification as a competitive advantage, demonstrating the quality of our training services in relation to other market players,
  • Preparing for the future : Anticipating changes in the vocational training sector and adapting to the new needs and requirements of customers and regulations.

Teaching resources, methods and supervision techniques

  • National quality standards,
  • Analysis of existing documents from training organizations and compilation of evidence,
  • Presentation of examples and existing practices,
  • Lectures, interactive exercises,
  • Exercises to apply the indicators required by the standard. 

Course Requirements

There are several possible organizational arrangements :

MEANS OF ORGANIZING FACE-TO-FACE TRAINING

The training will be conducted:

  • At the ORIENTACTION offices in Le Mans.

METHODS FOR ORGANIZING DISTANCE LEARNING (SYNCHRONOUS)

  • Training will be carried out via synchronous distance learning using the ZOOM tool,
  • Links to ZOOM will be provided by the training center.

EDUCATIONAL AND TECHNICAL SUPPORT AND ASSISTANCE

Educational support and technical assistance for distance learning are provided by the training department throughout the trainee’s program.

The training department is available to answer questions regarding the training process, the use of digital tools, access to educational resources, and any difficulties encountered during the training.

Requests can be submitted by email, and we will process them as soon as possible, or by phone in case of an emergency requiring immediate attention.

The full contact information for the training department is provided to the trainee upon signing the training contract and is also included in the welcome booklet provided at the start of the program. 

Means for monitoring action execution and results

During the training, you :

  • Fill in an attendance sheet and a satisfaction questionnaire to assess the quality of the training (trainer's pedagogical skills, quality of teaching aids, etc.),
  • You will take a multiple-choice knowledge assessment at the end of the in-person or synchronous online training session to evaluate your level of knowledge upon completion of the training. 

People with disabilities

Training is open to all, and all types of disability will be taken into account, within the limits of the skills, human and material resources available for the training provided. If ORIENTACTION does not have the material, technical and human resources to meet the needs of a disabled participant, the latter will be referred either to the ORIENTACTION group's disability advisor, or to a partner organization in the ORIENTACTION network.

Access procedures and deadlines

All training requests are accompanied by a quote specifying the total cost (including tax) of the training, as well as the dates on which it will take place. The quote is sent electronically via email. Once the quote has been accepted and the training contract or agreement has been signed, the training may begin after a minimum waiting period of 14 calendar days. Price and financing of your service

  • 2000 € TTC for 14 hours of training, i.e. 142.86 euros/hour.
